What is long distance and why are there fees on my local phone bill called Interstate Toll Access? Long distance toll access is a fee applied by the local telephone provider for the use of their network by the IXCs (Interexchange Carriers). There are two types of access charges: one is switched access and the other is special access fees.
The switched access fee refers to communication channels that connect customer premises and serving wire centers which refers to the connection at both the terminating end of a call and the originating end using the local telephone provider. This is not a competitive service since both the terminating and originating recipient has just one provider of local service. The switched access charges are fees for using their facilities to place toll calls. The IXC's rely on the switched facilities of the LEC (Local Exchange Carriers) to transmit the calls between their customers and the IXC's facilities. Since IXC's don't have their own local switching facilities, the IXC must pay both terminating and originating access to the LEC that services the caller and the LEC that services the party for the completion of the toll call.
Special access fees are the communication channels that connect customer premises and serving wire centers. These special access fees are considered competitive fees.
